'सत्यमेव जयते लेकिन सवालिया निशान के साथ' दिलीप सिमियन
अस्सी के दशक के मध्य में बाबरी मस्जिद को ढहाकर वहां एक मंदिर बनाने के आंदोलन ने ज़ोर पकड़ा था. इस आंदोलन को ज़ोर राजीव गांधी सरकार के उस फ़ैसले से मिला जिसके तहत साल 1949 से बंद मस्जिद के दरवाज़े खोलने का फैसला लिया गया. इस ऐतिहासिक बहस में न जाते हुए जो बात ध्यान उस वक़्त खींच रही थी वो थी उस वक़्त सार्वजनिक रूप से इस्तेमाल की गई भाषा. बाद में बाबरी मस्जिद को 'विवादित ढांचा' और फिर, राम जन्मभूमि कहा जाने लगा. 
16वीं सदी की मस्जिद कुछ साल के लिए 20वीं सदी का विवाद बन गई और फिर 6 दिसंबर, 1992 को कुछ घंटों के लिए फिर से मस्जिद. ऐसा इसलिए हुआ क्योंकि पूरा प्रचार बाबरी मस्जिद को ढहाने के महत्व के इर्द-गिर्द केंद्रित था. फिर उस मलबे को एक कामचलाऊ मंदिर में बदल दिया गया जिसका महत्व केवल यह था कि वह ठीक उतनी जगह घेरे जहां मस्जिद हुआ करती थी. आजकल उस जगह पर ढहाई गई मस्जिद के 'जिन्न' और बनने वाले मंदिर के सपने का कब्ज़ा है.

झूठा और बेतुका बयान

भाषा का खेल तब से जारी है. 1989-91 के दौरान कश्मीर घाटी के लाखों पंडितों को सांप्रदायिक वैमनस्य और हिंसा के चलते अपना घर छोड़कर भागना पड़ा. फिर भी आधिकारिक रूप से उन्हें 'प्रवासी' कहा जाता है, शरणार्थी या विस्थापित नहीं. दो साल पहले एक प्रमुख अख़बार ने हिमालय में बांधों के निर्माण को नियंत्रित करने के पर्यावरण मंत्रालय के प्रयासों को "हरा आतंक" क़रार दिया था. लेकिन जब उत्तराखंड में आपदा आई, तो उसी अख़बार ने सरकार पर पर्यावरण मानकों का पालन न करने के लिए हमला बोल दिया. इस दोहरे मानदंड की ओर ध्यान दिलाते मेरे संपादक के नाम पत्रों को प्रकाशित नहीं किया गया.
लोकसभा चुनावों के दौरान राजनीतिक दलों के प्रवक्ता और प्रत्याशी बहुत भड़काऊ बयान दे रहे हैं. बीजेपी के अमित शाह ने सांप्रदायिक रूप से संवेदनशील सीट पर मतदाताओं से 'बदला लेने' की बात की थी. हालांकि इस बयान पर आपत्ति जताए जाने के बाद उन्होंने माफ़ी मांग ली. आम आदमी पार्टी की शाज़िया इल्मी ने मुसलमानों से 'और सांप्रदायिक' होने का आह्वान किया था. बाद में उन्होंने कहा कि वह व्यंग्य कर रही थीं. समाजवादी पार्टी के आज़म ख़ान ने सेना के बारे में टिप्पणी करते हुए धर्म को भी उसमें खींच लिया. एक कांग्रेस प्रत्याशी ने नरेंद्र मोदी के टुकड़े करने की धमकी दे दी. मुलायम सिंह यादव ने हाल ही में मायावती की वैवाहिक स्थिति का मज़ाक उड़ाया है.
हालांकि ग़ैरज़िम्मेदार बयानों के मामले में नरेंद्र मोदी, अपनी दृश्यता और स्थिति के लिहाज से, सबसे आगे हैं. 31 मार्च को एक भाषण में उन्होंने कहा कि असम सरकार बांग्लादेशियों के लिए जगह बनाने के लिए गैंडों को मार रही है. इससे पहले उन्होंने कहा था कि उनके प्रमुख विरोधी 'पाकिस्तान की मदद' कर रहे हैं.
मोदी की सबसे ताज़ा टिप्पणी चुनाव आयोग के उनके ख़िलाफ़ एफ़आईआर के आदेश पर आई है. उन्हें यह कहते हुए उद्धृत किया गया है, "अगर कोई चाक़ू, पिस्तौल और बंदूक ताने तो समझ आता है. लेकिन क्या आप जानते हैं कि मेरे ख़िलाफ़ एफ़आईआर क्यों दर्ज की गई? क्योंकि मैंने लोगों को कमल दिखाया."
यह बयान झूठा और बेतुका है. और इससे यह संदेश जाता है कि चुनाव आयोग दुर्भावनापूर्ण है.
जनप्रतिनिधित्व कानून 1951 की धारा 126 मतदान से 48 घंटे पहले किसी भी सार्वजनिक सभा पर पाबंदी लगाती है. कोई भी चुनाव से संबंधित बैठक नहीं कर सकता; या चुनाव संबंधी सामग्री का प्रदर्शन नहीं कर सकता चाहे वह कैमरे, टीवी या ऐसे ही किसी माध्यम से हो; या मतदान क्षेत्र में चुनाव सामग्री का प्रचार नहीं कर सकता जिससे लोगों का ध्यान खींचा जा सके.
अपने चुनाव चिन्ह को टीवी कैमरों के आगे दिखाकर मोदी ने धारा 126 का उल्लंघन किया है. उनका यह कहना कि एफ़आईआर का मतलब तभी बनता है जब वह हथियार लहरा रहे हों या फिर बीजेपी का यह कहना कि यह कोई 'आधिकारिक बैठक नहीं थी'- सिर्फ़ क़ानून का मज़ाक है. क्योंकि पूरे दृश्य का सीधा प्रसारण हो रहा था इसलिए किसी आधिकारिक बैठक की ज़रूरत नहीं थी और ऐसा करना चुनाव की निष्पक्षता को प्रभावित करता है.

युधिष्ठिर का झूठ

अब भी कुछ अख़बार यह जनमत सर्वेक्षण कर रहे हैं कि क्या मोदी को माफ़ी मांगनी चाहिए. इंसाफ़ के प्रति हमारा नया नज़रिया यह है कि माफ़ी मांगो और क़ानून को भूल जाओ.
हम में से कितने हमारे दिमाग़ों पर हो रहे इस हमले को समझते हैं. इसे कर रहा व्यक्ति दो काम कर रहा होता है. वह संवैधानिक क़ायदों को बनाए रखने के ज़िम्मेदार अधिकारियों को बता रहा होता है कि मूर्खता और शक्ति के संयोग से क़ानूनों को तोड़ा-मरोड़ा जा सकता है. यह संदेश अफ़सरशाही, पुलिस और न्यायपालिका को धमकाने के लिए तैयार किया जाता है. ये लोगों को अपने दिमाग़ बंद करने के लिए प्रेरित करता है- एक संदेश जो कहता है- 'तुम्हें कुछ सोचने की ज़रूरत नहीं है, बस अपनी आंखें बंद कर लो और मेरे पीछे चलो.' संक्षेप में इस तरह का व्यवहार मूर्खता और भय का इस्तेमाल करता है.
इस स्थिति को जर्मन लेखक एनज़ेन्सबर्गर दिमाग़ का औद्योगिकीकरण कहते हैं. दिमाग़ के उद्योग का मुख्य व्यापार अपना उत्पाद बेचना नहीं है; बल्कि मौजूदा स्थिति को 'बेचना है', ताकि आधिपत्य के वर्तमान ढांचे को जारी रखा जा सके, चाहे समाज को कोई भी चला रहा हो. इसका मुख्य काम आपके चैतन्य को इस तरह तैयार करना है ताकि शासक जैसा चाहे वैसा इसका इस्तेमाल कर सके.
शिक्षा के औद्योगिकीकरण के चरम पर पूरा ध्यान तकनीकी ज्ञान पर होता है न कि समझदारी पर. मास मीडिया के ज़रिए हमारी आंखों के सामने ही आम राय को तोड़-मरोड़ कर पेश किया जा रहा है- ख़ास ढंग से तैयार संदेशों और तस्वीरों के ज़रिए हमें ख़ास तरीके से सोचने पर मजबूर किया जा रहा है. सच, एक कल्पना बन जाता है जिसे कॉर्पोरेट फ़ायदों के लिए गढ़ा जाता है.
महाभारत के बाद के हिस्से में युधिष्ठिर अपने गुरु द्रोण को उनके बेटे अश्वत्थामा की मौत की झूठी ख़बर देते हैं. शोकग्रस्त द्रोण लड़ना बंद कर देते हैं और मारे जाते हैं. इस तरह, युधिष्ठिर जीत के लिए सच का ग़लत इस्तेमाल करते हैं.
हम इस पर विचार कर सकते हैं कि हमारे नाटक में कौन से पात्रों की पांडवों से तुलना की जा सकती है. लेकिन दिमाग़ पर नियंत्रण करने वाला समूह मुझे उस ख़ामोशी की याद दिलाता है जिसका सामना द्रौपदी को तब करना पड़ा था जब उसका चीरहरण किया जा रहा था और उसने पूछा था कि क्या यह कृत्य धर्म के अनुरूप है. 
कोई भी जवाब न मिलने पर उसने कहा था.
ज्ञानी लोगों से विहीन राजसभा, राजसभा नहीं है.
ऐसे ज्ञानी जो धर्म की रक्षा नहीं करते, वह ज्ञानी नहीं हैं.
जो धर्म सत्यविहीन हो, वह धर्म नहीं है.
और जो सत्य छल से भेद दिया गया हो, वह सच नहीं है.
भारत आज सच के राजनीतिक समापन का सामना कर रहा है. झूठ बोलना भाषण कला का सामान्य तरीक़ा बन गया है. हमारे लोकतंत्र का प्रतीक 'सत्यमेव जयते' रहना चाहिए लेकिन अब इसके साथ एक प्रश्नचिह्न भी लगाना पड़ेगा.

In the mid 1980’s a campaign was launched to demolish the Babri Masjid and convert it into a temple. The campaign received its impetus with the Rajiv Gandhi governments decision to throw open the doors of the Masjid, which had been locked since 1949. Leaving aside the historical debate, what was noticeable was the public use of language. Over time the Babri Masjid started being referred to as a ‘disputed structure’, and after that, Ram Janmabhumi. The sixteenth-century mosque became a twentieth-century disputed structure for a few years, and a mosque again for a few hours on December 6, 1992. This was because the entire campaign hinged around the significance of demolishing the Babri Masjid. Then the rubble was transformed into a makeshift temple whose only value was that it occupied the precise space where there was once a mosque. Nowadays the space is occupied by the ghost of a mosque and the dream of a temple.

I see the same language games being played over again. In the period 1989-91, lakhs of Pandits were forced to leave their homes in the Kashmir Valley because of communal animosity and violence. Yet in official language they are referred to as ‘migrants’, not refugees or displaced persons. Two years ago a major newspaper denounced the environmental ministry’s efforts to control the construction of dams in the Himalayas as ‘green terror’. When disaster struck Uttarakhand last year, the same newspaper attacked the government for not following ecological safety norms. My letter to the editor pointing out his double standards was not published.

Today, in the midst of a national election, political spokespersons and candidates are making outrageous statements. The BJP’s Amit Shah asked voters in a communally charged constituency to ‘take revenge’. He apologized after the signal had been sent. The AAP’s Shazia Ilmi asked Muslims to be ‘more communal’. She later said it was spoken ironically. The SP’s Azam Khan dragged religion into his observations on the Army. A Congress candidate threatened to chop Modi to pieces. M.S. Yadav has just sneered at Mayawati’s marital status.

In the matter of irresponsible speech, however, Narendra Modi leads the fray because of his high visibility and status. In a speech on March 31, Modi alleged that Assam’s government was killing rhinoceri to make space for Bangladeshis. Before this, he had alleged that his leading opponents were ‘helping Pakistan’. The latest is his comment on the FIR against him ordered by the Election Commission. He is quoted as saying: ‘One can understand if someone points a knife, a pistol or a gun. But do you know why FIR was registered against me? Because I showed a lotus to the people.’ This statement is both false and mindless. And it suggests that the EC is malicious.

Section 126 of the R.P. Act of 1951 prohibits public meetings 48 hours before the poll. No-one may hold or address any election-related meeting; or display any election matter by means of cinematograph, television or similar apparatus; or propagate any election matter by any performance intended to attract public attention for any election in the polling area, during the forty-eight hours up to the conclusion of the poll. By flaunting his election symbol for TV cameras, Modi violated Section 126. For him to say an FIR only makes sense if he were caught brandishing weapons, or for BJP to say there ‘was no formal meeting’, is a mockery of the law. There was no need for a formal meeting, because the scene was telecast to the whole country and is an irreversible act affecting the fairness of the election. I doubt Modi will be punished. Already some newspapers are conducting opinion polls on whether Modi should say sorry. Our new approach to justice is to say sorry and forget about the law.

How may we understand this assault upon our minds? The persons leading it are doing two things. They are telling officials entrusted with upholding constitutional norms, that laws can be bent by a combination of gullibility and power. This message is designed to intimidate the bureaucracy, police and judiciary. It is also designed to encourage public mindlessness - a message that says: ‘you don’t need to think, just shut your eyes and follow me’. In brief, this behaviour celebrates the uses of stupidity and fear.

This situation is what the German writer Enzensberger calls the industrialization of the mind. The mind industry's main business is not to sell its product; it is to ‘sell’ the existing order, to perpetuate the prevailing pattern of domination, no matter who runs society. Its main task is to train our consciousness in order to exploit it. The industrialization of education is in full cry – the focus everywhere is on technical knowledge rather than wisdom. The manipulation of public opinion via mass media is happening before our eyes, with images and messages designed to make us think in a certain way. Reality is a chimera determined by corporate interests.

In the latter part of the Mahabharata, Yudhishtira deceives his guru Drona by falsely announcing the death of his son Aswatthaman. The grieving Drona stopped fighting and was killed. Thus, Yudhishtira misused truth for the sake of victory. We may reflect upon whether or not the players in our drama are comparable to the Pandava brothers. But the mass of mind-controllers today remind me of the silence that confronted Draupadi when was being disrobed, and when she asked whether her treatment was in accord with dharma. Upon receiving no answer, she said

The rajyasabha devoid of wise men is no rajyasabha
Wise men who do not defend dharma are not wise
Dharma devoid of truth is not dharma
And the truth that is pierced by deceit is not truth

India today is faced with the political abolition of truth. Falsehood has become the common currency of speech. The emblem of our republic shall remain satyamev jayate, but it shall now be accompanied with a question-mark.
