Let me share a few ideas. 

1) Secular bases. In early 1993 we formed an Ekta Panchayat in Indira Colony, Yamuna Pushta, New Delhi. It worked well up to 2004 when the locality was uprooted. However, our efforts in Mehrauli failed. We may try in Shaheen bagh/ Okhla 

2) Temples and mosques in poor localities are places of shraddha (faith) and gathering for the masses, but center of sectarian polity for the management. Poor localities also have self help groups, women groups, pasmanda (low caste Muslims) groups, many of which are non-communal. We may reach out to these groups and jointly organize public events.   

3) Shanti Path: 20 years ago we had started Shanti Path - group recital of ghazals/ bhazans. We may revive it. Indore had Kabir Bhajan Mandali.  W. Bengal has bases centered around Tagore and Qazi Nazrul Islam. We may think of Savitri Bai Phule, Gandhi, Ravidas, Kabir, Nanak, Khwaja Moinuddin Chisti.

5) Signature Campaign seeking peoples' commitment for opposing call for violence against any religious community,
