तीस साल पहले पलायन के वक्त घाटी में ही रह गए कश्मीरी पंडितों के करीब 800 परिवारों का कहना है कि धारा 370 के तहत जम्मू-कश्मीर राज्य का विशेष दर्जा खत्म होने के बाद भी उनके हालात में कोई बदलाव नहीं आया और स्थानीय प्रशासन द्वारा उनकी प्रताड़ना जारी है. ये पंडित परिवार रोजगार और मासिक वित्तीय सहायता समेत अपनी मांगों को लेकर श्रीनगर में विरोध प्रदर्शन कर रहे हैं. इनके संगठन कश्मीरी पंडित संघर्ष समिति के अध्यक्ष संजय टिक्कू पिछली 20 सितंबर से आमरण भूख हड़ताल पर बैठे हैं.

श्रीनगर के हब्बा कदल स्थित गणेश मंदिर में उपवास पर बैठे संजय टिक्कू कहते हैं कि बयानबाजी करना और आंसू बहाना तो सबको आता है लेकिन घाटी में रह गए कश्मीरी पंडितों की असल में अब तक किसी सरकार ने नहीं सुनी. इन पंडित परिवारों ने राज्य की आपदा प्रबंधन और राहत-पुनर्वास कमेटी पर आरोप लगाया है कि वह इनकी समस्याओं पर कोई ध्यान नहीं दे रही है. कश्मीरी पंडित संघर्ष समिति का कहना है कि ऐसा लगता है जैसे राहत-पुनर्वास कमेटी के लिए संसदीय समिति की सिफारिशें, हाइकोर्ट के आदेश और केंद्र सरकार के निर्देश कोई मायने नहीं रखते.
भूख हड़ताल पर बैठे संजय टिक्कू ने डीडब्लू से खास बातचीत में कहा कि पिछले साल 5 अगस्त को सरकार ने धारा 370 के तहत मिले विशेष दर्जे को खत्म किया लेकिन उससे कश्मीरी पंडितों की दशा में अब तक कोई बदलाव नहीं आया. टिक्कू ने डीडब्लू को बताया, "हमें उस फैसले से कोई राहत नहीं मिली. अगर राहत मिली होती तो मैं अनशन पर क्यों बैठता? केवल टीवी न्यूज चैनलों ने (धारा 370 को लेकर) हौव्वा खड़ा किया हुआ है लेकिन हमारे हाल वैसे ही हैं जैसे पहले थे, बल्कि पहले से भी अधिक खराब हुए हैं. पहले तो अगर किसी को कोई तकलीफ होती थी, तो वह राजनीतिक पार्टियों के नुमाइंदों के पास जा सकता था लेकिन आज यहां पूरी तरह सियासी खालीपन है और जनता के प्रतिनिधि भी डरे हुए हैं.” ...

These days, the term “Kashmiri Pandit” is readily bandied about in our social and political life. The moment a question about Kashmir is raised, a rebuttal is sure to follow: “Where were you when Pandits were forced to leave the Valley?” This is the insurmountable logic that the right wing actively deploys to cloak its own wrong-doings. When Articles 370 and 35A were abrogated, Pandits across the world were jubilant and filled with a sense of revenge. The oft-repeated claim that the abrogation would help rehabilitate Kashmiri Pandits in the Valley resurfaced, along with claims that the changed status of Jammu and Kashmir was the justice that Pandits had been waiting for. But more than a year has passed and there is no sign of a process for migrant Pandits to return.
Meanwhile, the discontent of resident Pandits has risen to the extent that their leader, Sanjay Tickoo, has been on a fast unto death for the last nine days. It may seem surprising that there is radio silence over this. There is no yelling in the mainstream media and no cacophony on social media. None of the prime-time crusaders is marching up with a flag bearing the Pandit banner. The headlines are not filled with the usual clamour for their rehabilitation either. However, such apathy is not new for the resident Pandits who—just to mainstream the migrants—have been given the ridiculous nomenclature of “non-migrant Pandits” by the media and administration…
